The most important in web designing is Layout, Graphics, and Content.
Layout are judge by graphics and content. You can have the best content but if your layout is not appealing visitors will not read your web site. This is the most web sites fail in making graphics to your web sites ( movies, flash, presentation, and clips) You have to avoid all use of unnecessary graphics on your web sites.
The last one if your content before making a content you must write down who is your costumers, what are their profiles and where they come from. Make an attractive and gifted web design and clients will love it.

I agree with you. Design is very important specially if you want your site to be crawled by Google. The more customize the design and layout the more the tendency it will rank in Google.
